Someone on reddit recommended expensive RV passes, and that sounds like a well targeted revenue enhancement. Maybe segregate the costs pre-2000 and post-2000 RV models, so we're not pricing out old-school burners who happen to own an RV.
Luxury RVs. They can afford it. They probably won't blink at the cost.
